No need to take shuttle to take car.
You real need to be careful as my friend also rent a car in Hertz Belgrade, his car driver side window was broken by someone who stole his valuable camera in Sarajevo !!!
In general, the road in Serbia, Romania, Bosnia &Herzegovina, and Montenegro are good and some place need to pay toll. Parking in street is not easy as you need to pay parking fare by phone.
